Route 66 turns 100 this year. For most of that century, the Mother Road has pointed at exactly one place: 2,400 miles west out of Chicago, across the plains, through the desert, ending at the edge of the continent in Santa Monica. The road ends here. The pull that sent people down it never really did.

In 1921, Donald Douglas founded the Douglas Aircraft Company here, and in 1924 four Douglas-built planes lifted off from the city's Clover Field to attempt the first flight around the world. Two made it home, 27,553 miles in 175 days, greeted by a crowd estimated at 200,000 people. A decade later, in the depths of the Depression, the Works Progress Administration set up exercise equipment on the sand just south of the pier. That patch of beach became Muscle Beach, recognized today as the birthplace of America's physical fitness movement.

And on January 1st, 1936, the road arrived. Route 66 was extended to its final stop in Santa Monica.

Here's the detail worth holding onto. Route 66 doesn't actually end at the pier. Federal highway rules said a road couldn't dead-end at the beach, so the official terminus is the corner of Lincoln and Olympic Boulevards, an ordinary intersection about a mile inland. The famous End of the Trail sign at the pier wasn't installed until 2009. But for a hundred years, nobody's trip has ended at Lincoln and Olympic. People reach that corner, see the ocean ahead, and keep walking. A dream doesn't stop at a stoplight.

That gap, between where the road officially ends and where people actually want to arrive, is where every Santa Monica homeowner's opportunity lives.

Under California's Costa-Hawkins Rental Housing Act, newly built units first occupied after February 1995 are generally exempt from local rent ceilings. In plain terms, a brand-new, ground-up ADU is generally not subject to Santa Monica's limits on what you can charge for rent. That surprises people.

But exemption from rent ceilings is not exemption from everything. Just-cause eviction protections and registration requirements can still apply. ADUs converted from existing space on older multifamily properties are a genuinely complicated category of their own. And the rules change over time.
